When mermaid private investigator Alexis Silver is summoned by her CIA handler for a “quiet favor,” she expects another classified errand. Instead, she’s flown to rural Oregon, where a long-forgotten reservoir hides a drowned town, and a Cold War listening post built to monitor something the Agency still refuses to name.

But the lake holds more than secrets.

As Alex dives into the sunken streets of Haskell Springs, she finds spirits drifting through ruined storefronts and ghostly figures glaring from the windows of submerged houses. Some plead for help. Some want justice. And some want vengeance.

The deeper she goes, the more Alex realizes the truth: the dead are growing stronger, bold enough to reach into the world above and kill the innocent. When Alex learns that the spirits plan to destroy a vulnerable family, she races to intervene, only to discover the haunting is tied to something far older, stranger, and more powerful than restless ghosts.
